New NDIS Price Guide Effective 01 July 2025
From 01 July, the NDIS has released a new Pricing Arrangements and Price Limits (PAPL) guide. At Haven OT, we strictly adhere to the rules and rates outlined in this document.
Key Changes Relevant to Occupational Therapy
Travel Charges
Travel will now be charged at 50% of the Occupational Therapy rate, which equates to $97.00 per hour.
Non-Labour Travel Costs (e.g., kilometres)
These are now charged at $0.99 per kilometre, up from $0.97. While this change was introduced earlier, Haven OT previously chose not to update service agreements based on this adjustment alone. It is now included as part of a broader update.
What This Means for You
From 01 July, you will receive a new Service Agreement reflecting these changes. We’ve also taken this opportunity to more clearly outline our charges for non-face-to-face activities, which are a critical component of delivering high-quality support. These include client specific:
Clinical notes and report writing
Communication (phone calls, emails, meetings)
Resource creation and research
Session preparation

I’ve recently signed a Service Agreement. Do I need to sign again?
Yes. The previous agreement did not include the updated charges for travel and kilometres. A new agreement is required to remain compliant with the updated PAPL.
Will I need to sign another Service Agreement before my plan ends?
We typically update Service Agreements when you have a new plan, or when there are significant changes to the PAPL. If further updates occur, we will contact you in advance.
Will these changes impact the services I receive?
No negative impact is expected. In fact, reduced travel charges may allow your funding to go further, potentially increasing the support you receive.
How are peak bodies (such as OT Australia) responding to these changes?
You may have seen recent media coverage regarding the financial pressures facing NDIS providers due to changes in pricing structures - particularly the reduction in allowable travel charges. While Haven OT remains committed to delivering consistent, high-quality services, we will always keep you informed should any changes become necessary.
We also support ongoing advocacy efforts by professional bodies such as Occupational Therapy Australia, who are calling for increased OT rates and full reimbursement for travel time. Should further changes be made to the PAPL, we will update your Service Agreement accordingly.
